The OSS Chief's Corner is a channel through which the Chief of the Office of Strategic and Special Studies, Armed Forces of the Philippines (OSS, AFP) can share his two cents on particular prevailing issues.  In this issue, the Acting Chief, OSS, Colonel Herminigildo Francisco C Aquino INF (GSC) PA, discusses how strategic thought impacts on the Philippine military.

Strategic thought can only be as good as the infrastructure that supports it. The articulation of the requirement is the most fundamental part of the strategic policy formulation process."

OSS DIGEST 1st QUARTER 2010 

This Digest  features in-depth analyses on concerns and developments that bear on the military institution. In the first article of this issue of the Digest, Joseph Raymond S. Franco encourages the idea that the Special Forces Regiment (Airborne) could best “fight by, with, and through the people” if it reverts back to its original competence in unconventional warfare.  In the same manner of probing into concerns of the Philippine military, Willester S. Robles looks at the AFP resource management system. She examines issue areas in the system and puts forward recommendations on how these could be addressed. Herrboy C. Aquino, on the other hand, gives particular attention on efforts to reform the defense sector. It is in this context that he encourages the development of Philippine defense industries as both a benefit to and societal contribution of the AFP.  On her end, Kathline Anne Sigua Tolosa explores the “security-development nexus” in the context of Philippine counterinsurgency efforts and discusses how policy coherence at the national level is necessary to ensure that rhetoric translates to practice. Meanwhile, both Francis Rico C. Domingo and Herrboy C. Aquino look beyond domestic security issues. Francis Domingo looks into the intelligence successes and failures of the Cuban Missile Crisis while Herrboy Aquino explores the perceived looming threat of the “North Korean belligerency”.
