OSS DIGEST 3rd QUARTER 2010


This Digest presents the concerns and challenges that impact on Philippine security. Joseph Raymond S. Franco looks at the Special Operations Forces’ (SOF) ability to influence military and political objectives as well as its activities. He probes further about the recommendation of assessing AFP Joint Special Operations Group as the first step in response to an impending paradigm shift in providing a genuine security for the country. On the other hand, Willester S. Robles discusses the Defense Resource Management System—a project that overhauled the previous AFP resource management. Yet again, Joseph Raymond S. Franco conducts an in-depth analysis on the Philippine Navy submarine force, a capability that would address threats in the country’s security. On his end, P. Ervin A. Mundo presents the natural catastrophes that hit the country and the role that government agencies play, especially the AFP in its human assistance and disaster relief operations. It is in this context that AFP assumes non-traditional roles in response to the country’s vulnerability to natural disasters. Conversely, both Nicolas D. Ojeda Jr. and Francis Rico C. Domingo feature the National Cyber Security Plan as a tool in improving the country’s cyber-security capability. Nevertheless, Herrboy C. Aquino formulates an analysis of the government’s security posturing over the years, its decline, challenges and ramifications on the current military peace processes.
